wordpress install Server 2008 IIS WAMP

*does* wordpress have to have its own port now that it lives inside the website root folder one level down?

I'm thinking now we have to get the references in the config file that point wordpress to port 81 to then use port 80?

or is wordpress linked to the apache port and since the apache port cannot use 80 that wordpress cannot use it either?
